Because of the way Quickbooks handles taxes - if design and installation aren't taxable in your neck of the woods, you'll have to treat them as separate products.

Step 2. Add them as separate Products
Create your non-taxable products as needed for services or items that don't require a sale tax rate. If you are unfamiliar with create products, you can refer to this article here. Create your First Product
