Think of the shopping cart as your "one" online store where anyone can purchase from your standard offerings. 

The webstores allow you to setup specific stores for a customer like the local high school football team or the franchise with 30 locations that wants to offer branded apparel to their customers. So essentially selling specific product to a specific audience.
